If you are referring to your computer then yes you can change your internal (LAN) IP address. Set your LAN up as static and assign your computers their IP addresses.
If you are referring to the IP address you ISP issues that is also yes but only limited. Most ISP issue a segment of the network several IP adresses that are shared by several customers. This is known as a Dynamic IP address. You can change your IP address on the segment your computer is attached to by "releasing" your IP address. This will force your computer to be assigned the next available IP address on that segment. Generally there are only 3 to 10 IP addresses on a given segment. This means you may very well get the same IP address when the ISP resets the segment. Yes but with limitation.

Yes, you can always change your IP but it may not go online anymore.

If you mean the 'external IP' that's different. This IP is usually provided by your ISP. If it's dynamic it will change everytime your router reconnects. If it's static, well...it's static.

well, depends on your Internet provider, I suppose you should ask them.
My previous Internet provider had dynamic IPs, so this changed almost every day.
Now, I have static - I prefer it in that way - and won't change.

yes.. definitely. but in usual way, ISP will automatically set your IP address according to geographical area, residential, and phone number.
if you re on small networking, let's say, for example LAN conection; you can simply set your IP on control panel.

well depends how you want to do it.......
sometimes by going to c prompt and typing: ipconfig/release
then retype: ipconfig/renew it works depending how your server takes it......there is another way of accessing the internet by having your ip rotating from country to country but that is not an answer for yahoo answers. :-)
