I doubt you will ever get it. My ex wasn't even running from the law, but so far has been good at finding ways out of paying, including quitting a good job just so they wouldn't garnish his wages!
My advice to you:
1. Turn it over to your state child support office and let them do the work for you to find him and to collect.
2. Assume you will never see the money, accept it, and make goals and plans to get on with your own life and take care of your children.
Get a job, go to school, and whatever else you do, forget the past and move toward the future.
You will be much happier. And if they ever do actually collect from him for you.... it'll be an unexpected extra. :o)

Don't count on it. He's already running from the law and his life. Even when he gets caught, don't expect anything. He's already run once. They will not put him on work release--flight risk. So, find a way to make it without his help.

Probably not - if he's a fugative, he's probably not working on the books.
But, if the marshalls/police/bounty hunters catch him, you can file an action to seize his property (houses, cars ect).
And, you can even file a claim against the little amount of money they pay him for working in jail.
So, if you know where your man is, you should turn him in (especially if there is a reward/bounty involved)
