An IP # can be reassigned to a different user. You connect with your modem, an IP # is assigned to you. Highly unlikely that you get the same for your next log-in. If you are connected 24/7 with a broadband connection, you MAY have an assigned IP #, but even that can modulate.
Henceforth, the IP # reflects your physical area (Greater Center City), not a specific location (Mr Smith's Computer, 123 Main Street.) However, one could argue that you leave a foot-print. One IP # at a given time can point to the specific computer (at an exact location.)
Additionally, a Webserver has (most likely) one specific IP Address, which can lead to the place where the website is located (some computer in a rack, in some business, private home, etc.)
An email can not lead directly back to a person. But an email leaves traces, i.e. there is ALWAYS a path to the origin of the email (start with the RAW SOURCE or HEADERS.)
If you are Joe Schmo, you can trace the IP #, you could "Ping" it (moderately successful.) Other than that, law enforcement has the tools (and convincing-power) to trace back to your IP # or your email address.
