And why when "compression" is 0% I get nothing from the web?

Your connection is @ 115 Kbps per second (kilo-bits), and you are downloading @ 20 KB/s which is (kilo-bytes).. So nothing's lying to you- just a simple change of case- will change a lot with computers!

115 Kbps is the connection from your computer to the modem.
From the modem to the internet is probably only 33.6Kbps or so, and there is some metadata (bookkeeping information about each file) downloaded along with the data, so the file transfer rate is lower yet.

What you connect at first doens't mean that is your true connection. You can find several test pages that will test your true speed. One that I like is http://speedtest.charter.com.
