One of the most common cause of accidents is "over-steering" usually as a result of panic. This frequently causes skids and a total lack of control over the vehicle. The knobs you're refering to make over-steering entirely too easy, and have generally been deemed unsafe.
The knobs were popular back when power steering was not in existence,or still an optional item. With the advent of power steering, the knobs really became redundant; for safety reasons, many states have outlawed suicide knobs on passenger vehicles (with the exception of accomodating disabled drivers.)

By the way you write I'd say your a brit. Here in the states those knobs are illegal for safety reasons in a crash those knobs will punch right through your chest. If however you must have one make one it doesn't take a genius. 1. drill a small hole through your steering wheel. 2. get a knob a piece of wood half a screw driver handle use your imagination. 3. insert screw through the back of steering wheel into your knob viola your very own do it yourself steering knob! PS if your worried about the cops try a pair of small vice grips, they come off easily if you get stopped and will do the job.

RE:
Steering wheel knob?
A long time ago, some cars had knobs so you could turn the steering wheel quickly. I never see them anymore. Are they illegal? If so, why and when did that happen?

You can still get them. They were mostly used for vehicles that didn't have Power Steering, and would assist you in cranking the wheel over and over.
