Depends on what you mean by "Does it matter?" Do you mean for reception?? for functions?? If those are the "does it matter" No. I am a wireless sales consultant and the size of the phone doesnt matter when it comes to important things like reception and features that are put into it. Now a days they put lots of stuff into a small phone. If you are looking for a phone that is a PDA and a phone combined...they will be a bit larger so that the business people can read/respond to email and see it without problems. For people just going for the standard phone options...smaller tends to be a bit better because it is more comfortable to carry around in your pocket. These are just things I have noticed at work.

I would say yes, but that is depending from what point of view. Technology is developing fast and stuff, the the tenchnology of storing a higher quantity of potential energy that occupies less sapce is bulked/halted. Today, the more the phone size is, the more battery life it has, but not always, watch out. look for 'mAhs' in thousands, or Ahs in ones.

Yes: Some of the latest are too small for convenience. They don't reach from ear to mouth, the keys are smaller than fingertips and you can't find them in your pocket/handbag. Anything big enough to be awkward wouldn't run on the modern GSM system.
