starting from the very beginning
v ≡ ds/dt
a ≡ d²s/dt² = dv/dt
dv = adt
if a is constant,
∫dv = a∫dt
v = at + C
call C v0, or initial velocity:
v = v0 + at
v = 0 +(9.80662 m/sec^2)(2 sec)
v = 19.61324 m/s

you didnt say how far it is from the balcony to the ground.

Velocity= Distance divided by Time (V=D/T)

Velocity of ball= (distance from balcony to the ground) divided by: 2 seconds = x/2 , so divide the balcony height by 2 and that's your answer. (1/2 x per second)
