I've made alot of sites in my day, it's just that I don't know how to make sites that let people make a profile and design it. I need help!! So, don't be a coward and leave me with a site that is just.. lame. Give me some answers.

You need to know some sort of server side scripting. At least PHP. I do my sites in Perl. You also need to have a database of some sort. There are tons of webservers out there that have CGI support (which you need to run scripts) and a database that you can use. The easiest way to do this is to learn PHP (a type of scripting) and MySQL (a type of database). I have a site at HostMonster.com that has everything that could possibly need to start up a site. You still need to learn how to do it though.

I'm not sure what you mean? Do you want to enable people to become members on your site? You would have to have database access along with your hosting service.
You would have to program the pages (example using microsoft asp, asp.net, or frontpage) and then construct tables in a database (Microsoft Access or MS SQL Server) to hold the information about your members. If you are not familiar with this, I wouldn't attempt to jump into it without first learning all the basics about programming. This is a big job for a beginner.
I'm not sure if this helped, hopefully it gives you an idea.
