you can send a letter, or an e-mail to your local law enforcement agency. The more specific you can be, the better chance that the law enforcement agency can do something for you. You also have the option of meeting in person at a local police station to very specifically detail how/why you know what you do. (And tell them (first) that you wish to remain anonymous). They can usually accomodate this request. Also, if you do send a letter, they wont be able to respond if they have questions ...so I'd recommend an e-mail with a generic return address.

call the drug hotline, they have it listed somewhere in the phone book under law enforcement or government or something. Good luck, i reported a pistol and an assault rifle stolen and gave them two meth dealers addresses I know at least one of them traded drugs for the guns, the cops are still sending me letters asking if I have recovered the weapons my self yet, six years later.

Get the location, the times he or she tends to move, to deal. Get their license plate and street address if possible.
Have the what (type and quantity of drug),
the who (perpetrator and witnesses)
when (times)
where (location of suspect, location of crime)
how (means of transport, weapons if any, method of trade, location of drugs, etc)
Do this from a pay phone or disposable cell phone. If you don't trust the police, then give the info to the state investigative bureau or better yet, to the State's Attorney. If you don't trust them, then give the info to the FBI or DEA.
If you don't trust them, then give the info to the US Marines.

call the cops from a pay phone and dont give your name wear gloves. odds are they already know about it though and are turning a profit from it so they prolly wont do anything but goodluck none the less.
