Yes, that is a compliment. Not to be confused with a catty attitude. That's not so nice.

Well I have always took it as a compliment. What is prettier then cat eyes...I think they mean you are giving someone the eye...

It depends on who says it and what they mean. But, I don't think it's meant as an insult. I've never heard of anyone saying someone's eyes were ugly...
