Higher rate of osmosis and the type of cells found in the potatoe...if it is close to the skin, then the rate will change verses being more inside the potoate where the cellur make-up and layers of the dermis is different.

Water flows to areas where there is a higher concentration of solute. Perhaps some slices become less dense when the potato cells lose water and float to the top. On the other hand, maybe the loss of water doesn't affect their density enough....this can also relate to the size of the potato slices.

Hi. Simple. The ones that float are lighter than water and the others are heavier than water. Why? Some gain weight in a salt solution faster than others.
