You should learn Byrle and write to the new member as anyone running for office must be blind. The gain in wealth comes at a higher price than the new politicians will like.

Better to write to one who will take office in January because your issue can be acted upon unlike the outgoing Congressman whose mind is entertaining on what to do after his term.

Be aware that newbie Congressmen are completely lost, and completely powerless, for the first 2 years. When / if they come back for a third year then they might be taken seriously by their peers.
