my best friends older sis had a baby, since they speak another language and english they want teach her both but don't know how, do they just speak both or will it confuse her etc. i don't have any kids so i wuz hoping someone could help me

Have one person speak one language to the baby, and the other speaks the other language. This way nobody gets confused.
The child may or may not speak a little later, but this doesn't matter. Also, the child may learn to speak one language sooner than the other, this is normal. For instance English is easier for a baby to speak than Spanish because the words are shorter. However, they are equally easy to understand.
The child may show a preference for one language or the other, but just keep working on both of them if you can.

They should teach her the primary language that the family speaks and then when the time is right teach her the second language.

the language that her parents speak then english. it will be less confusing for the child and the child can communicate better with the family.
