Charisma is the ability to attract, inspire, and influence people. Actors, politicians, and salesmen know firsthand that it can be developed. Mostly it involves having confidence and being inner-directed, not being self-conscious or consumed with what others think about you. It involves not leaning on people psychologically, relying on others for your sense of self, or basing what you think and do on cues from others. It involves communicating energetically and dynamically, with passion and enthusiasm. A lot of it amounts to performance art. It wouldn't hurt to take some theater classes, practice public speaking, start reading up on psychology, sales, communication, persuasion, and seduction.
Just to be clear, I'm not suggsting it's about being fake or manipulating people. It's about being more authentically yourself and not giving your power away.

That's one of the most important questions that has ever been asked in here.
Unfortunately the answer is quite beyond the simplicity of this forum, and goes immediately into the realms of the higher sciences. It's kind of like asking someone to give you a quick lesson in mutational calculus.
If you want to pursue the subject you have to get out of the mainstream and search such thinkers as Plato, M.P. Hall, Blavatsky, et al. But be warned, those of academic mediocrity will laugh at you. Don't be concerned, that's what keeps the unworthy out of the discipline. Blessings on your search.
