A "standard" deck of cards, without jokers, would have 26 black cards.
But you see, it depends on the game. Poker rules call for use of a 52 card deck, but allow the optional insertion of one or two jokers. Most decks come with two jokers in the package, one is black & white, and the other is multi-colored. Canasta uses 108 cards; basically two standard decks plus eight jokers. There are some games wich call for different decks, removing some of the cards. Old Maid can be played with a standard deck with one of the queens removed.
Now, if you buying cards under one of England's old, repealed, tax laws, you would have to pay a tax on the Ace of Spades. To avoid this tax, some buyers would purchase a deck without the ace, but since you cannot play any games without the Ace of Spades, that was considered a stupid concept, giving us the term "not playing with a full deck."

26. Half of them are black, the other half are red. Since there are 52 cards in a pack, the equation 52 Divided by 2 equals number of black cards, which is 26. This equation assumes you are talking about a full deck of traditional playing cards.

Technically I think it 28, counting the two Black Jokers, if, they black in the deck you use. If, not, there are 26.
I looked at Jokers on the net, most I seen have color, see link. So, it probably 26.
