I live in a 11 unit apartment complex. There is a huge tree outside my living room window. Would I need to ask premission before haning a bird feeder?

Technically, you probably are required to since every apartment is bound by CC&R (covenants, conditions & restriction) that limit types of behavior in common living. Usually, it is used to keep the tenants from doing damaging behavior like parking their derelict cars on the front lawn, having disturbing all night benders or deciding to do alterations to the complex. So if you ask, there is a chance that the property manager is goign to say "no". That's his job.

In practice, you might be able to just get away with it. The only issue that management will have with having a bird feeder is if it is unsightly, you're drilling holes in something, attracting pests (like racoons) or if you are hanging it someplace inappropriate (on the side of the apartment where shells/guano/seeds might fall onto the people/property below you). So if it is on your own deck, then its not going to attract any attention. You'll be happy with a little wildlife, your landlord won't get all pissed off because your damaging his/her investment and your neighbors are going to call you the bird crap lady.

The deck isn't probably a stable spot because of the fact of individuals continually being around it and the circulate yet once you choose for it interior the back backyard i could get a Pole and use a rod with a hook on the top and place it approximately 20 ft from you deck and then to attempt to entice some birds throw out bread crumbs or some element like that around it

It is nice to mention to the land lord that you intend to do so. If there is no negative reaction then do it.

Most likely if you put one there no one would say anything.

Remember if people are under the tree very much then having birds above them a lot is not a good idea.

In a tree on the property, yes, you would need the permission of the property management company. If you wanted to hang a feeder on your poarch, probably not.

Live a little just put one up and keep it clean and full, what's the worst that could happen they make you take it down.
