We have ours thru Cingular. You can buy the phones at discount stores now, like Wal-Mart, KMart, and the pre-paid card best to buy is the $25. If you buy for 2 or more people, the charge is $1 per each day the phone is used, and phone2phone of Cingular is unlimited free talk for the rest of the day.

I don't think prepaid family plans exist, but T-Mobile has a prepaid To Go plan. If u purchase a $100 card, U get 1 year of service and 1000 minutes. Now, if ur family members are big talkers this may or may not work for u. But keep in mind the service is on for the whole year, and u can always buy refill cards in different dominations. U may also wanna consider checking out "Tracfone". They have pretty good plans with yearly service and double ur minutes plans, but the phones may not be what u want.

You'd need to activate a prepaid account for each family member. There are no prepaid plans geared specifically for family that I know of because typically prepaid is intended for low usage. Note, however, that Cingular does have a Pay As You Go plan that allows for unlimited mobile-to-mobile, but the plan charges $1/day each day that you use the phone for voice calls. I second the recommendation to go with TMO if your usage is relatively low.
