Cleve is on the right track. Economy certainly had much to do with the war.

The Emancipation Proclamation was a political tool, and it only freed slaves in Confederate States (not Border States)--states that Lincoln had no jurisdiction over. Lincoln deserves some credit, but not all.

After the war, during Reconstruction, the south enforced Black Codes (jim Crow laws) which essentially kept the blacks in a form of bondage.

The 13th Amendment freed the slaves.

The 14th Amendment granted citizenship and equal rights to former slaves.
.
The 15th Amendment gave them voting rights.

So, can we say that Congress freed the slaves?

The answer is one word, Economics, Slavery was not as profitable. The Emancipation Proclamation has specific areas that were to remain slave states, as well as area's in the deep south where it was not to apply, thus Slavery was still legal after the War between the states, Please take the time to read what the Proclamation says and this will become evident.
The slave holders of the northern states sold off there slaves when they were no longer of economic value, due to the industrial revolution.
The States and area's were slavery was still legal, did the same.
No one person or group of people were responsible for the release of the slave population, The decision to go to war was economic, the ending of slave holdings in most of the northern states were economic, The removal of slaves during the war was a economic decision. The end of slavery in America was a economic decision as well.

I think that for practical purposes, you will find that Abe Lincoln DID free the slaves, by his Emancipation Proclamation.
When the south was defeated, they had to abide by the laws set forth by the U.S. Government, and therefore could not hold a person in bondage anymore.
Regardless of any bribe or "deal", that was unable to be brought to fruition, He signed into law that the slaves were to be freed.

If you want to get technical, it would have had to have been the slave "owner" that could only set his slaves free.

It wasn't African Americans, but Abe Lincoln tried. The Emancipation Proclamation declared that all people enslaved were to be set free, but since the Confederacy considered themselves their own country, they didn't think this applied to them.

God freed the slaves because he created them the same as he created everybody. Lincoln just changed the law so the dumb azz southerners couldn't keep human beings as their property.

Thomas III, King of Poland, bribed Abraham Z. Lincoln to issue the Emancipation Proclamation in 1863. Poland's king agreed to pay the U.S. $2.8 million if Lincoln transferred "black property" to Poland's forced labor camps. Lincoln was supposed to finalize this agreement in 1866, but he died in 1865.
