Should some companies require photo-copies of training or education when people do not apply in person?

It is always difficult to verify persons education, worse yet office games when calling former work places of applicants.

I think it is good idea to have that information available for any employer. With security issues and qualifications needed for certain employment areas, it would be wise for the employer to ask for copies of this information.

If you work for a governmental agency, they are required to maintain a training record (this doesn't mean that all do), especially since 9/11.
