It's not the way you apply it, it's just the formula of the eyeliner. The waxy ones tend to melt a bit through the day and end up smeared. A good option is to use a liquid eyeliner instead of a pencil eyeliner. (If you're willing to spend the money, try Chanel eyeliner. Once it's on, it won't budge.)
Another option is to get a makeup sealer. Napoleon Perdis makes a great one, as does Benefit. Using a q-tip, dab a little bit on the area where you going to apply the eyeliner, then dab a little more on top of the eyeliner once you've applied it. The sealer will keep your eyeliner in place and prevent smudging.
You can also try using a little bit of eye base or just some powder under the eyeliner to make it 'stick' better throughout the day. Some people swear this works every time, but others don't seem to find it to work as well. I personally have the best luck with a makeup sealer if I use a non-liquid liner. :)

When I was younger the only thing I would wear would be eyeliner and I had the same problem plus sensitive eyes so I tried Almay Liquid eyeliner for sensitive eyes which is also waterproof...since then I've tried so many other things...that's the cheapest one I have and I can always go back to it. I use a yellow cover stick from Physcian's Formula under my eye and and on my eye lid for both dark circles and to prevent it from sweating off or coming off due to oily skin or moisturizer. It also can gives it a more dramatic yet subtle look.

Whether you're using a dry pencil or liquid eye liner, you should always get the waterproof kind. Unfortunately, almost all eye liners are going to smear hear and there, but the waterproof kind will last longer than the others. (A good one to try is MAC.)

There's this japanese brand called Kiss Me. They have this liquid eyeliner that is the BEST!! I'm not joking, it won't wipe off unless you do it with warm water and a little effort. It has this thin brush that is really great for outlining and the thick black texture and color makes your eyes stand out. Sorry if I sound like an ad, but it's really good.
I totally recommend this. This eyeliner has never failed me. I'm not sure where you can get it, sorry. Maybe you can google it and find their website.

Here are the steps:
Sharpen your eye pencul,draw tiny dots across the base of your lash line and blend with a cotton bud.U've gone too far if u notice your eyeliner first and your eyes second.Don't put on too much.it will make it all smeary.
If u put it the wrong way,just clean it up with a cotton bud.

it depends on what kind of eyeliner you are getting. ad where u put it also. so if i were u get some waterproof eyeliner because then u know forsure it wont smear. and you wont have to worry for the day. also only on the bottom put the eyeliner on the lil line thats there then on the top just put it abover ur eyelashes. i hope i helped good luck!

Get waterpoof and put in on the top only. Never on the bottom. I hold my eye open end do the edge under the eyelashes. That works, although not suggested by experts.

it's prolly both you should pull down your eyelids and apply inside the rim of your eye and you should try gel eye liner it works really good

you should melt your eyeliner with a liner for a second, let it cool down and then apply....it'll last all day!
