You can cut it back whenever you please. When handling the fronds always grab from the base and move your hand up. If you go from top to bottom of the leaves they will cut quite efficiently because of the serrated edges. Use pruners, lopers, shears, mechanical hedge trimmer, sharp knife, whatever you have that cuts. good luck

Where I live, in Zone 9 (coastal northern California), we are cutting back on Pampas grass year round. It does so well here that the seeds, which travel on the wind, spread intro wilderness areas and choke out the wildflowers.
When you cut back Pampas grass, wear sturdy gloves, long sleeves, and long pants. The leaves can give you something like mega paper cuts. If the plants are well-established, you can use a machete and whack them back to ground level, and they will be back next year, like it or not.
Ironically, I bought a house with Pampas grass in the yard. It had spread for quite a distance, and I suffered many cuts whacking it down and taming it to a spot where it can exist without overwhelming my yard. Then, a couple of years ago, I saw a beautiful morning glory called "Blue Dawn." I planted it, and it has taken over not only the Pampas grass but also everything else along the road. It's 20 feet up in the trees now! Maybe the Pampas grass wasn't so bad, after all!

Now! It depends on how thick it is. A small clumb may only need some garden shears and a big one a machete. Be Careful!

You can do it now or wait til spring. I would cut it back about six to eight inches. I use hedge trimmers.

now is a good time.....if not large u a just burn it back is what we do..if it is a large plant, u can take and cut it in half and make 2 plants from one or just use large hedge sheers to cut it back.....
