error followed by cause/fix
limited or no connectivity - bad port on modem or router (change to new modem or router), bad ethernet cable (change cable), bad NIC or network card (connect to modem or router via usb or change NIC), NIC drivers are corrupted (reinstall drivers)
LAN icon in system tray has red X - enable the network connection via My Computer ->Network Connections
Media disconnected / network cable unplugged - ethernet cable not plugged in (plug in cable or replace cable), modem or router is not plugged in (restore power to modem or router)

A partial packet is a failed packet - that's going to be retransmitted. The receiving end won't ACK the unfinished packet so the sender will re-deliver it and the receiver will re-deliver collectively the packet in accordance with serial numbers.
