What they mean by that is your can customize your own lego character with any parts available. There are parts to make Darth Maul. You cant unlock him.

Darth Maul isn't actually found in the game but can be imported in from the first lego star wars game
To quote a faq/walkthrough on gamefaqs - To access these, you must have a save from LEGO Star Wars I with the characters unlocked, then you have to purchase the Extra "Use Old Save" from the cantina, then turn it on, then go into Free Play. You'll have access to 46 characters from the previous game.

well just beat the first one. then buy the cheat code to unlock people from the last game
