The tank seems to be empty. When water is needed the pump comes on for about 30 seconds and goes off when the water is turned off. I don't think the tank is holding any reserve. The tank pressure is 38 and the cut off/on is 40/60.

Here you go...I needed to know that too....also it has information about the hammering I hear from the pump and bladder running and filling.....good info here. Good luck!

If the tank has a bladder or diaphragm, with the pump turned off, relieve the water pressure from the drain near the tank. Check the air valve on the top of the tank. It should read 2psi lower than the cut-in pressure or 38psi. Top it up or release it as necessary. If you still have the same result, you will have to opt for a larger tank. For residential installations, a 20Gal bladder tank is standard. You may have a 10Gal. Does it have a name and model? I can tell you what size it is. Generally a pump should run 1-2 min between cycles to not shorten it's life.

On top of the tank is a schrader valve like on a tire for pressurizing the bladder in the tank.

With the pump OFF, open a faucet somewhere to let all the water pressure out.
Now, add pressure to the top of the air tank to about 22 psi.
Close the faucet off.
Turn the pump on and you're done.

You need air inside the tank to compress as water is pumped into it.

If its a small tank, then it's a bladder tank and it's not really meant to hold water. If thats the case, its working fine.
If it is a larger tank then it serves as both a holding tank and a pressure balancing tank. It may be waterlogged and in need of a draining.
