On Netflix, how do you create a customer list?

Say your reading about the movie and to the left you see customer lists the movie was included on. How do I create such a list, say of my favorite movies or a theme list of movies? I wondered if only certain people are allowed this option because I cant find instructions or an option to do this on the site.

If it wasnt clear, not a list to rent but a list to recommend.

I've been using Netflix for a while and I don't know of a way that you can have a list of recommended flix. You may want to just generate a list that you keep on your 360 page of films that you endorse.
