That would be the tradition, yes. I've heard that the shirts they wear have very long ends in the front and back that can be tied together... um... underneath, for warmth, but I don't know if that's true.

In the military during combat that is correct. Otherwise, to prevent accidental exposure of their privates they wear underwear. Of course at private occasions, it is up to the man.
