You can test the download speed by going to http://www.dslreports.com/tools and clicking speed test. Run a few and your download speed should be close to what your ISP is advertising as your download speed. If that's the case, I reccomend downloading and running Ccleaner at http://www.ccleaner.com/download/
Ccleaner deletes your temporary internet files and cookies, which can improve your browsing speed.
Download a Free anti-spyware program such as Spybot Search and Destroy and run it. spyware can slow down your machine.

Lastly download and install Mozzilla and use it instead of Internet Explorer. It's faster, safer and over all better

It can be a number of things!! Since you have a connection that is been running good for some time, probably you can focus on something else. Realistically, you may have a number of things, from a virus or worm, to a number of conflicts in your machine: MaCaffe or AOL dial up, other anti virus running or dead shares, or Hugh Temp files or a cluttered start up file, too many systems running, a cluttered registry with multiple dead ends or/ limited memory or a corrupted hard disk... etc. Like I said, it can be a NUMBER of things. sorry that I can't be more precise. Most of the advise that you'll get, will be a combination from the above with it's related solution, but without being in front of the machine, it is all speculation. Study up, trust a very computer literate friend or consult a professional. Whatever the issue, it should not take a professional more than an hour to diagnose and fix the issue (unless these symptoms are the tip of a bigger problem).

If you have only one computer and the internet is slow, then maybe the temporary internet files are to be cleaned up, defrag wont help(it only to clean the hard drive - doesnt effect how your internet works).
In internet Explorer, Tools - > internet optionhs - delete cookies & deleted files.
If its a LAN connection you have for internet ( more than 2 computer connected using the same internet ), then maybe you need to contact your ISP for the issue. They may have to check how the modem is working.
Also, if you have any anti-virus or firewall software try to disable them for 5-10 mins and then connect to internet and check, this really helps sometimes. Because if these s/w's got updated recently then they may act like this(personal experience).
Otherwise contact your ISP.
Hopefully this should help!
