According to http://ati.amd.com/technology/windowsvista/Products.html The Radeon Xpress 200 is Vista Ready. But I am unsure about the "Aero" eye candy feature you are referring to.

Everything I have read seems to indicate that in order to run Aero and the eye-candy you need a decent dedicated graphics card. IGP systems should be able to run the lower versions but will not be able to handle the Premium version. Take a look a the Vista Premium capable systems that are hitting the market to see an example.

Most of the XPress 200 mobo's I looked at had pci-e x16 slots on them so you should be able to easily add a decent graphics card and be able to run Aero then.
