The most will come from adding RAM (minimum 1GB total, 2GB if you plan to upgrade to next iteration of Windows), upgraded video card with additional RAM (minimum 256MB), and faster hard drive (minimum 7200rpm, 8MB cache).

Get a dual core, next generation os will be 64 bit so take advantage of this. If you see one computer with a certain(in this case amd 64 blah blah)setup, then that doesn't say anything, you can have two exactly the same computers next to each other, one's fast and the other slow. Depends so much how much crap has been installed and or removed!!!! Nobody seems to know, they all get to the point to reinstall while in fact there are good programs which cleans out the crap from your registry and even defrag it and it can make a huge difference. But if you need an answer on your question I would chose AMD. Oh and Heinz, processors don't get made crippled, they are all the same but then they test them and its the temperature at a certain frequency which makes them better chips or less. On good processors 100% of the transistors work(doesn't exist I guess)but the more transistors fail the more hot the processor gets, thus its sold for less and at a lower clockspeed.

Try maxing out on RAM and see what happen. You may be able to go into Start > Run > type msconfig > enter > Advanced and uncheck some things you not use regular.
If, this not help, you need to know what Socket your motherboard require and buy a new Processor. You may be able to get an AMD duel-core for around $130-200, just depends on what work on your board.

You can easily add more ram to the system, and I believe the sempron is a 64 bit processor, if you don't currently have 64 bit Windows then you'll won't get the best possible performance from your computer.

Check the speed of your RAM. There may be a faster chip available. Often, it's not your RAM speed, but all the programs & utilities running in the background. Try Norton utilities to check how much is being used. you may need to trim the Start up list of programs & utilities.

The first and the best way of improving the sytsem performance is visit the following URL and perform the instructions in there, which should definitely improve the system performance :
http://h10025.www1.hp.com/ewfrf/wc/genericDocument?cc=us&docname=c00034290&lc=en
If the system performance is still very low, then you can upgrade the Memory (RAM), which will do the trick.
