Is this a zygo-type cactus?
You must mimic the natural season cycles. In the fall it should get progressively shorter days and its night time period should not be interrupted by artificial light. Temperatures should be reduced but be above freezing and water should be given only to keep it from shriveling until buds appear.

Keep your cactus below 55f and in total darkness for two weeks. This is how I make mine bloom. try a Yahoo search and you will get plenty of answers !!
