That is a tough one... I'm from MA and don't care for the weather and traffic but love the history. My advice would be to come up with a list of questions that you think would influence your decision and prioritize them in order of importance to you...
Would the type of work I do influence my location?
Would I be visiting home frequently?
Do I want to live in a warmer climate or do I want the seasons?
Do I prefer the beach or the mountains?
Do I want to live in a big city or a suburb?
For me (as an example,) I want to live somewhere warm, on the East Coast, and close to the ocean but I also need to live near a big city.... that pretty much narrowed my search to Tampa, Miami, etc. If you list questions and prioritize them, it'll help you narrow down your choices. You could also visit???
Depending on where you're from, you might also want to reach out to people on Yahoo, myspace, etc. to get their opinions (if they're from the same country as you.) Networking would be a bonus, especially if you're new to the country, culture, and location you choose to live.
For statistical information, I find bestplaces.net very helpful. You could also check out findmyspot.com...
Good luck!

your always welcomed here in the USA.
the west coast of the US has such a different culture from the east coast.
the east coast has snow and all of that, but the west coast has all the sunshine and beaches.
they're both great though!
but it all depends on what your looking for and what state will accomadate to your liking.
some really great states are
New York
California
Texas
Florida
Hawaii
Michigan
but whatever state you chose to live in, will be great. you'll love it very much here in the US.
take care.
