After it warms up you can shut it off and restart and it runs fine. The choke isn't sticking and the float isn't either.

I should add this is carburated and not fuel injected.
Thanks for the timing idea but we tried that also.

Sounds like a choke problem. Choke should be electric and run off of the temp sensor. Check that. Adjust the choke correctly. If this doesn't fix it then I will recommend that you take the vaccum line off of the EGR and plug the vaccum line with a screw. Replace dry-rotted vaccum lines.

Vacuum leak at base of carburator or at some vacuum line.

Bad EGR valve or clogged EGR pipe

Dirt in carburator...you might try crossing two plug wires (put them on the WRONG spark plugs) and with the air cleaner STILL ON, start the engine and let it backfire through the carburator.

Have a fire extinguisher handy for that last trick---but it can work to blow out crud from the main jet.

the timing is probably off
