I live in a cold part of the country. It's snowy and freezing most of December, January and February. I own two coats, one pea coat and one down coat. Down is really warm. Gloves are important. You should have a pair of the knit ones and some thicker leather ones so you can layer them if you need to. Hats are good too, because a lot of the heat from your body escapes of your head. Get a knit cap or two. Get some boots as well. The sensible waterproof Gortex kind are great when it snows real hard because they keep the water out. But some fancier ones are ok too when you want to dress up and be warm as well. And it's a good idea to wear layers when it's really cold out. Wear tights under your jeans. Two pairs of socks. A tank top under a long sleeve shirt under a sweater.

If you're going to be in a windy area with cold that intense, I would definitely get a parka with a good insulating material - either down, or synthetic. I specify a parka because a jacket doesn't cover your backside, and it can get COLD in the wind. As for your legs, I'd suggest an under-layer such as long underwear (they make really good silk and synthetics these days) with an outer layer of fabric such as polar tec or similar fleece pants. If you are going to be where the temperature may change, layering is a must - if you get too warm and sweat, and then get cold, you will lose a LOT of body heat. Be sure that your head is covered, particularly in windy conditions; most parkas have a hood, but it's also best to have a knit cap that covers your ears. I prefer mittens to gloves, since having the fingers together skin-to-skin helps them stay warm; heavy socks, and even boots are important if you're going to be in snow, with a thin silk or cotton sock next to the skin to prevent chafing. If you're going to be in the snow, it is important NOT to wear cotton except for the thin socks (i.e., no jeans!); cotton absorbs moisture, and moisture is a true killer in really cold weather. If you take into account cold, moisture, and wind, and allow for each, you should be able to stay safe and comfortably warm.

Especially if the wind is blowing, you need something to cover your head, a scarf for your neck and face, a warm coat, mittens, sweat pants, or something else to cover your legs, socks and some kinds of boots that will keep your feet warm and dry.

You need boots, maybe a parka or a heavy coat. Maybe gloves, scarves and hats!

Ugg boots are definately the best. the inside is made of sheep skin and is incredibly warm for the winter. the new scarves by Hollister are the biggest and the coziest! i have one and its my favorite thing in the closet! as for coats...you could try abercrombie & fitch. they have faux fur in the inside but theyre also very stylish!
