Well, there really isn't an answer to your question. The WITCH didn't ride the bike, Elmira Gulch did. The witch represents her in Oz, but when she actually rides the bike, she's not a witch. Both Characters are played by Margaret Hamilton. Ms. Gulch turns into the witch in the tornado sequence Dorothy watches out her window.
