Not much to go on here.
Is the DVD scratched or dirty? If dirty use a mild nonabrasive cleaner with dry with a dry cloth, not anything made of paper. When cleaning and drying the DVD wipe from center (where the little hole is at) to the edge, not around in circles.
If your DVD is fine you might have a dirty laser lens inside the DVD rom itself. There are special CDs that can clean this. You can get them all most anywhere.

Did the 'dvd decoder' expire on your computer, if so you can look for nvidia dvd decorders at the nvidia site, and find the price.
Also, a good trick is (if you have play station/ps2) you can use your ps2/ps1 *ect* as a dvd player!

Remove it from your PC, undo the four screws on the DVD case, remove the case, hit it with a hammer, and put the case and cover into the bin, then go and buy a new one!
