Is the information technology department the second largest expense, after HR, for most companies?

I do not know the source of the figure, but I recall hearing that the IT dept is the second largest expense in a company outside HR. Anyone know the source?

Depends on the company. I assume you're including salaries and wages under HR. Depending on the company, manufacturing costs or purchases of goods to sell might well be much higher than IT espenses.
