Store Owners have the right to refuse to service whom ever they want. They do not need a reason, but there is always some reason for their ACTIONS.
In some cities, the front door to small stores are locked a night fall, and only opened to known customers, or those
Adults who show Picture IDs to the Store Camera.
It is not hard to understand their security measures. Just watch the news stories on TV.

In regards to legality, the store has the right to restrict anyone that goes into the store providing it does not discriminate a protected group (eg: race, gender or sexuality). Minor status is not considered a legally defined protected group. The store owner also has the right to restrict access to private property. Another reason for the restriction could be curfew ordinances of the municipality.

Legal. I just sold my grocery store after 18 years of operation and I have the right to refuse service to anyone. This includes minors or anyone else.

They CANNOT refuse service to anyone because of race, color or creed, that would be Illegal. As far as minors, I'm afraid you don't have much of a case.

I think it depends on if there's a curfew in the area. If kids are out past curfew, then there's no reason for them to be in the store that late anyway.

I HELLBENT respect the right of the store owner to say who can and who cannot shop at his business.
