It is definitely not too early to start making and executing your plan.
Many colleges and universities try to attract recruiters to talk to seniors about life after degree. If they do that at your school, it probably already started. If they do not, it's time to find out the nearest school where it has started, and get yourself on the lists. Just the practice interviewing with real people will be beneficial.

I never think that it is too early to apply for jobs. I realize that 32 credit hrs from the Bachelors degree seems like alot. But you may be suprised. A company may like the idea that you are not set in your ways and willing to train you while you finish your degree.
I would apply for those dream jobs, if nothing else it will get your name and information out there, so that when that degree does hit your hand you are ahead of the ball game in searching for the perfect job.

Go for it! Even if you don't get that one particular job, you get experience with the application and interview process that can only make you better the next time. Perhaps you will get the job and be all set in a career you will love. If you don't, or if you feel it is not going well, don't be afraid to ask what the people at the position think you need to improve upon. They are afterall, your target audience.

Its never to early. If you see an offer that you would only dream of, grab it. Later when your hired, talk to your manager about completing your education as time progresses. If you get the offer, it means you stand out to the employer, so that means you'll survive at the job and are qualified enough.

Well you may not get that dream job if you do apply, but you definitely won't get it if you don't.
So go ahead and apply! At the very least, you'll gain experience writing cover letters and developing your interview skills.
And you may just get that dream job!

Explain it in your cover letter, and let them know you are almost done with your degree, something like this
