do i have to format blank cd's before i can burn music on them?

No. The burning program that you use will put the files on the CD in the way that they need to be burned.

If its a cd-rw that has data on it then yeah but if its a new disc just pop it in and the writer will do the rest.

No just put it in the computer does all the work
