Not saying anything at all would be worse for me personally. So what if you said something wrong, you did what you could based on feelings. If you don't say anything at all, no one can read your mind and that could lead to serious communication problems, especially if one is in a relationship. In the long run, we all get offended by something but then it usually blows over, at least that's how I see it. By saying the wrong thing, we are given an opportunity to apologize for our actions and words.

a lot depends on the situation at the time,,the person or person's, its a "gut" thing,,,I've said and done the wrong thing and regretted doing so,,but their has also been times when I should have spoke up,,so you are never right or wrong
