for example if u look at a pen under a magnifying glass then the measurement u see under the mag. glass will be smaller than the actual measurement. And is it a "large" difference or a "small" difference? For example a pen's actual measurement is 15cm...so what approx. would the measurement under the mag. glass be?

The question is not clear. Have you actually seen a pen under magnifying glass? Does the pen not look bigger than what it appears without magnifying glass? Have you not experienced that small writings which you may not be able to read can be read if viewed under magnifying glass?. So the object appears bigger under magnifying glass because the image of the same seen by the eye is bigger by a ratio called its magnifying power. Smaller the focal length bigger is the magnifying power and the object has to be kept at a distance smaller than the focal length.

Because you are talking about the length of the pen, it appears that if you see without the magnifying glass you see the whole of it, but if you see through the magnifying glass then the rays that enter your eyes are from the small portion of it, which you see as big and you are not able to see the whole pen. But if you have the lens wide enough you can see the whole pen. Please do experiment with this then you may understand this or get more questions in your mind. Also if you know how different rays go through the lens then draw a ray diagram and think about it. I expect more qusetions from you!
