I am going to assume you mean the complete removal from office process.
I make that note because impeachment is only the first of two stages in a specific process for the legislative body to remove a president from office.
Here is how it works:
The impeachment procedure is in two steps.
1. The House first passes what is called "articles of impeachment" by a simple majority. This document contains the formal charges.
NOTE: At this point, the president has technically been impeached.
2. The Senate conducts a trial evaluating the charges where the Chief Justice of the United States presides over the proceedings. A two-thirds Senate majority vote is required to convict at this point where a conviction automatically removes the president from office.
Additionally, the Senate has the authority to bar a president from holding any future federal office.
If a two-thirds Senate majority does not vote 'Guilty', the president is acquitted and remains in office. Note: not voting Guilty doesn't mean 2/3 must vote 'Not Guilty'. The burden lies on guilt whereas some senators may choose not to be present for the vote or can pass on the vote in order to not be on record one way or the other.

Any House member can bring up impeachment as charges in the House. . The Senate must find the President guilty by a 2/3 vote. Democrats don't have 2/3. The impeachment charges are already filed in a Federal Court to be read by anyone. If you recall when they impeached Clinton, Republicans did not have the 2/3 votes and they knew it. They went forward anyway. Just to make Clinton look bad for elections. It did not work, he still won. BTW, I find it strange that people are not well informed and not educated. Congress gave Bush the power and the money to take out Saddam they did not give authority to occupy Iraq. There is a difference. Congress has also not declared war.

Sure waste the taxpayers money for impeachment..,on what grounds?He didnt lie to the american people as he went on intel from the Clinton administration.And dont forget Clinton also attacked Iraq and he also told the American people in his Presidental address that Iraq was a threat.I guess you have short term memory???And dont forget,Bush didnt go to war in Iraq without the votes for it by Kerry,oh sorry he voted for it before he voted against it.And Ted Kennedy and Hillary.
So please tell me what grounds are they going to impeach Bush??

Constitutional Basis for Impeachment
The US Constitution is the foundation of our legal system. It was written and adopted by the Founding Fathers at the Federal Convention in 1787. The Constitution spells out the process by which Bush can be impeached. The full text of the Constitution is available online.
Article II, Sec. 4 states that:
"The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.".
That means that Bush, Cheney, Rumsfeld, Ashcroft and other cabinet members could all be impeached. Impeachable offenses include clear violations of criminal law but also misconduct that undermines the integrity of the office or violations of public trust that unjures the state.
Article 1, Section 2 states:
"The House of Representatives shall chuse[sic] their Speaker and other Officers; and shall have the sole Power of Impeachment."
That means that the House of Representatives, not the Senate, is the body that starts the process. They are the one who would formally accuse Bush of high Crimes or Misdemeanors.
Article 1, Section 3 states:
The Senate shall have the sole Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the President of the United States is tried, the Chief Justice shall preside: And no Person shall be convicted without the Concurrence of two thirds of the Members present.
That means that the Senate conducts the actual trial after the impeachment in the House. It takes a 2/3 majority to convict.
Judgment in Cases of Impeachment shall not extend further than to removal from Office, and disqualification to hold and enjoy any Office of honor, Trust or Profit under the United States: but the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment and Punishment, according to Law.
That means the Senate can only remove Bush from office. Once he is out of office then he would be subject to lawsuits, war crimes tribunals, and other charges, in other courts.
Article 2, Section 2 states:
The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.
That means that Bush cannot pardon himself or his cohorts.
