You need to ask the govt of Renton what it does. Your question assumes homelessness has economic causes. What about social, psychological, genetic? A person may be homeless because they're hopelessly alcoholic and cannot hold down a job even though jobs are plentiful; or because his society, though economically robust, believes for religious reasons that disfunctional (or unorthodox) persons should be outcast.
