we are remodeling and installing a new stair case. We saw some recessed stairway lights that we thought would look cool instead of having a light fixture at the bottom of the stairs. We don't know how many to install. We have an 8 foot deep basement--12 treads

I've done them on circular stairs and straight run stairs. With 12 treads, you can use 5 (every 3 treads) and it will give you plenty of illumination.
One project I did, we actually put them in the center of each of the 12 risers. The lights had down louvres on them, and were installed with low voltage dimmable lights. Great effect. Definitely put dimmers on yours!

I would go with on at the top and one at the bottom....and possibly one in the center..if thats too much light eliminate the center one. there are no requirements for lighting...except the wire and circuit sizes...
