And I alos know its illegal that he fingered her.... he could go to jail for it. I feel like someone needs to b told so that there apart and it won't happen cuz i'm worried one day she'll end up like pregnant by him and I don't want that to happen. She keeps telling me it wont hapep nagain and that she'd got in under control and that shes different now.... and I just dont know what 2

Although normally I would provide a positive answer, I dont believe I can do so in this case.
What the two of them are doing is quite wierd, that I must admit. However, an occurrence between family members should not be meddled with by outsiders. Yes, this includes best friends.
I suggest that you tell her EXACTLY how you feel and hope that she accepts and understands that. If the problem persists, simply ignore. I'm quite certain that if you tattled, not only will she get into trouble, but your "best friend" relationship with her may be ruined.
Note that the person whom will be in the most trouble will be the older one. From the information you provided, I have no idea which one that would be.

I'd hesitate to list any anime that are still airing since they could get better or worse. With that in mind I'd say that my favorite anime was Azumanga Daioh and my absolute worst was the Training with Hinako series. The characters in AD are believable and kids you could image going to school with. The comedy is excellent and supported by a terrific cast of seiyū. The BGM really compliments the whole series. And just as important is it's high rewatchability. The reason I chose Training with Hinako is it's completely inane with no inherent value. Even as an ecchi it fails (and that's pretty hard to do). Even worse, after making one that was pointless, they went ahead and made 2 more, each being more pointless than the previous one. There are some really bad anime out there and I've probably seen them and I can assure you that this is one title you can safely ignore.

I do not know how old you are but you seem to know what is right and what is wrong, I think you need to tell an adult that you can trust like a school councillor, or if you parents wont freak out and go do some thing that will only make it worse. I agree you friend does need help as she is not in control and you should get help for your self as well

That is absolutely horrible, I would think you should start by bringing this to your parents attention. She said it wouldnt happen again, and it did so now as a concerned family member you need to take action on this. If your parents are unable or unwilling to help you, you should notify the police.

So you asked this question on yahoo answers? Where everybody can see it? To answer you must first ask the right question!
In your heart you know what to do! The right thing to do is tell her parents, "Now" But before you do that, I would say a prayer for strength on this matter, and that is to tell the right person. An adult you trust. The number one reason is this! YOU CANNOT HANDLE THIS PROBLEM by yourself. Period. Do the right thing, tell a Adult you trust and go from there...But tell them before it goes to far.

Where I live cousins are legally allowed to make love, even marry, but it's wise to have a health check incase children come along, as sometimes children can inherit certain health conditions. point this out to your friend.

OK, go tell someone NOW! He is taking advantage of her and committing the crime of statutory rape. It is better for her to hate you forever (worst case scenario) than allow her to destroy herself by having sex with a child molester and dealing with being an incest survivor forever.

You should definitely tell adults. A situation like that can mentally screw up a child for the rest of her life. Children are known to explore their sexuality, but it sounds to me like the 16 year old is taking advantage of the situation and that is sexual abuse!

It really depends on how old your best friend is.

If they are both the same age it's gross but not against the law.
