Condoms are made of latex rubber (usually... you can get polyurethane or lambskin, but the vast bulk are rubber).
As for why they say it broke... latex is stretched-out rubber. Have you ever popped a balloon? Would you describe that as "tearing"? Tears in stretched latex expand VERY quickly, and make it seem like it "popped" or broke rather than tearing.

Most condoms are latex; some are made of lambskin (I have NO idea how they're made). I think people use the notion of "breaking" as opposed to "tearing" because it's a lot like like something that bursts or breaks (similar to a bubble), rather than something that tears from an edge like a piece of paper.
