How is engine oil going to make a mower start?

You have bigger issues than just oil, like maybe a broken connecting rod.

Most mowers should ot takes 30 W oil.
Did you run it with out oil? If you did then the piston is seezed in the bore . To confurn this can you pull the rope, or does the starter turn the motor.
You dident say how old it was, but here is something to think about.
IF it has points, these points are under the fly wheel. The crank shaft comes up and the flywheel is connected to the crank buy a nut. To prevent oil from getting onto the points there is a seal under the fluwheel If it over heated and depending on how hot it got, it is possable that the seal has melted and is now drenched the points in oil.
You will have to pull the flywheel and remove the points cover and check this seal. Once you get the flywheel off and open the points cover, if you see oil. This is why it will not start.

It depends. If it spins freely but won't start, you can always try letting it cool a little more.

If it won't spin at all, you probably have a seized motor. This means the internal parts got so hot that when you let it sit, some of the parts welded themselves together. The only cure for this is to take it apart and find which parts are sticking together.

If you had to add oil..... I believe she's froze.... (did it make any weird noise? maybe)
If it won't even pull over via the rope or starter...... try it without the plug, if it still doesn't, its seized.....
If it spins over fine..... take the plug out, insert a pencil, screwdriver (doesn't matter as long as its a thin long stick like device) and insert into the plug hole, while you turn it over hold it..... if the connecting rod is still intact... the piston will force it out, and while your holding it in with a little force..... go back down with it and come back up when you turn it more.....
