often times when libraries receive soft cover books they get them rebound/covered to increase their longevity. When libraries send books to be rebound in hardcover the librarians put pencil quotation marks on the title and author on the opening page denoting what they wish to appear on the spine of the book once re-covered.

are you talking about title pages of library books? if you are then most likely what it means is that a particular person has read this book and when they go back to the library they look at the title page to see if they have read it or not
