Why isn't the heater getting warm? The heater core is not by-passed and when I turn the temperature control from cold to hot it makes very little difference.

Sounds like a Temp. door/ cable problem? Without seeing it, it's hard to say, but make sure the temp door is closing fully. I assume that the engine is warming up and both heater hoses are hot at the heater core? Thermostat recently? A lot of variables here.

Under the hood there are two heater hoses running from the heater. On one of them is a valve operated by vacuum. Check the small hose that attaches to the top of the valve for leaks. The valve itself may be stuck.. Avery small vacuum leak will keep it from working. Take the hoses off and check it out.
