They ran for 20 mph for 1 minute. In this time, they covered 1/3 of a mile. This means that for the other 9 2/3 miles, they ran at 35 mph.
This means their time for that part was 29/105 hours. Add in the 1 minute to get 29/105 + 1/60 to get 41/140 hours as their time. We take 10 divided by this to get their average speed, which is 1400/41 mph, which is approximately 34.14634146 mph.
